Statement of the ANC – Pixley Ka Seme on the Regional Executive Committee meeting.

15 April 2018

 The ANC in Pixley ka Seme convened its ordinary Regional Executive Committee Meeting on the 15 April 2018 in De Aar, Emthanjeni sub-region. The REC meeting convened at a time when the nation is mourning the loss of the liberation struggle giant, Mama Winnie Nomzamo Madikizela-Mandela. A symbol of women emancipation as she did not conform to the patriarchy in our society and within the ANC itself. The ANC also mourns the death of another stalwart and veteran of the liberation movement, Cde. Zola Skweyiya. Let us dip our banners in honour of these struggle stalwarts and follow in their footsteps in advancing the struggles of the poor and marginalized in our society. May their souls rest in eternal peace.

 REC INDUCTION BY PEC

 The REC convenes a day after the REC Induction Workshop by the PEC Deployees led by the Provincial Secretary, Cde. Deshi Ngxanga on the 14 April 2018. Emphasis was made on the need to ensure that leaders are well-equipped and capacitated with the theory and ideology of the ANC in order to give guidance and provide leadership to the general membership.

• Strategy and Tactics

• Role and powers of Regional Executive Committees.

 ON BRANCH ASSESSMENTS

 Since the inaugural REC meeting, deployees led by the conveners of deployees to the eight sub-regions conducted branch assessments in their areas of deployment to establish the state of our branches after conference. The branch assessments confirmed that the majority of branches are in a bad state and there is need for intervention by the REC to revive structures. Membership has taken a serious decline which necessitates that recruitment be prioritized.

 ON BBAGM PROGRAMME AND SUB-REGIONAL CONFERENCES

 Twelve of the newly elected REC members who were also serving as BEC members resigned their positions as BEC members in line with the constitutional requirements of the ANC. There are also instances of other BEC members who either resigned or relocated which created vacancies in the different structures. To fill the vacancies, quorating BGMs will be convened. Branches that are due will be taken to BBAGMs. Branches that were discovered to be dysfunctional through the branch assessments that were conducted will be taken to early BBAGMs. The REC adopted a programme to convene these BGMs and BBAGMs in all affected branches from April – May 2018.

 The REC also adopted a programme to convene the 8 sub-regional conferences from May – June 2018 to ensure political stability and proper co-ordination of programmes at branch level.

 ON CO-OPTIONS TO REC

 The REC observed some gaps that need to filled for the smooth functioning of the REC and noted that the 2019 elections campaign will require collective strength in giving leadership in the region. REC resolved on the co-option of Cde. Hastings Nel and Cde. Sennelo Gert into the Regional Executive Committee.
